{"id":1363,"date":"2014-09-24T11:36:59","date_gmt":"2014-09-24T11:36:59","guid":{"rendered":"http:\/\/essexfedfocus.co.uk\/?p=1363"},"modified":"2014-09-24T12:05:11","modified_gmt":"2014-09-24T12:05:11","slug":"home-secretary-merging-forces-is-simply-not-the-answer","status":"publish","type":"post","link":"https:\/\/essexfedfocus.co.uk\/?p=1363","title":{"rendered":"Home Secretary: \u201cMerging forces is simply not the answer\u201d"},"content":{"rendered":"<p>THE Home Secretary has rejected calls to reduce the number of police forces in England and Wales in order to save money to reinvest in frontline policing.<\/p>\n<p>Theresa May (pictured) told the Superintendents\u2019 Association\u2019s annual conference in Warwickshire that \u201cthe evidence is clear \u2013 big, top-down restructure is simply not the answer\u201d when it comes to saving money in policing.<!--more--><\/p>\n<p>She was responding to comments from Irene Curtis, president of the Superintendents\u2019 Association, who said millions of pounds of public money is \u201cgoing to waste\u201d each year by maintaining 43 police forces in England and Wales.<\/p>\n<p>Ch Supt Curtis said the country has \u201ctoo many chief constables and too many police and crime commissioners, costing too much\u201d at a time when operational policing budgets are facing threat.<\/p>\n<p>She called for a review of the structure of policing across England and Wales \u2013 which has been unchanged for decades \u2013 and said that the current 43 force structure is \u201cunsustainable\u201d<\/p>\n<p>Ch Supt Curtis said: \u201cIt is increasingly obvious that we do not need 43 forces across England and Wales. Some argue that the cost of restructuring forces would be too high, but in a future of reduced resources I think the opposite is true: we can\u2019t afford not to do this.\u201d<\/p>\n<p>In response, Mrs May said: \u201cI know that some people, including the Superintendents\u2019 Association, have said that we must revisit the debate about the 43 force model and think about doing more at a regional level.<\/p>\n<p>\u201cI have always said that if forces come to me with a coherent and comprehensive plan to merge forces at local level with local support, I would consider it. That invitation remains open.<\/p>\n<p>\u201cBut let me be clear \u2013 no Chief Constable or Police and Crime Commissioner has come forward in the last four years with a jointly agreed proposal, viable or otherwise, to merge with another force.<\/p>\n<p>\u201cAnd in fact the opposite is true. Chief Constables and Police and Crime Commissioners are demonstrating that all the perceived benefits of mergers are possible without sacrificing local accountability and identity.\u201d<\/p>\n<p>Concluding her speech to the conference, Mrs May said: \u201cMy reforms are about making the police better \u2013 better for you, and better for the public\u2026 We have achieved a great deal, but there is still a long way to go.\u201d<\/p>\n<p>Steve White, Chair of the Police Federation of England and Wales, added: \u201cThe Police Federation has been saying for some time that efficiency in the police service may be improved with a smaller number of forces.<\/p>\n<p>\u201cMergers could aid procurement and provide forces with greater flexibility. Forces are doing their best to protect their frontline services but cracks are beginning to appear. In the absence of additional funding, some forces may need to consider merging as an option.<\/p>\n<p>\u201cHowever, any changes of this scale must be undertaken with proper public consultation and must not affect the level of service communities receive.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>THE Home Secretary has rejected calls to reduce the number of police forces in England and Wales in order to save money to reinvest in frontline policing.
