{"id":1366,"date":"2014-09-24T11:41:44","date_gmt":"2014-09-24T11:41:44","guid":{"rendered":"http:\/\/essexfedfocus.co.uk\/?p=1366"},"modified":"2014-09-24T11:41:44","modified_gmt":"2014-09-24T11:41:44","slug":"labour-plans-to-replace-fundamentally-flawed-pccs","status":"publish","type":"post","link":"https:\/\/essexfedfocus.co.uk\/?p=1366","title":{"rendered":"Labour plans to replace \u2018fundamentally flawed\u2019 PCCs"},"content":{"rendered":"<p>THE Labour Party has announced it will scrap Police and Crime Commissioners if it wins the General Election \u2013 and will instead put \u00a350 million back into front line policing.<\/p>\n<p>At its annual conference in Manchester, Shadow Home Secretary Yvette Cooper confirmed PCCs will be abolished and replaced with \u201caccountability to local government.\u201d The Party\u00a0also said it\u00a0will halt Home Office plans to axe a further 1,100 police officer jobs next year.<!--more--><\/p>\n<p>And it said the public would have more power to decide police officer numbers in their areas.<\/p>\n<p>When it comes to replacing Police Authorities, Labour said it is consulting on the details of the best framework for each force. It said options include:<\/p>\n<p>\u2022\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Direct accountability to Combined Authorities where they are in place;<\/p>\n<p>\u2022\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Direct accountability to Higher Tier local authorities where they are co-terminus;<\/p>\n<p>\u2022\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Boards of leaders of local government across a police force area, as well as lay members and representatives from the third sector, including youth justice and crime prevention workers;<\/p>\n<p>\u2022\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 The ability to appoint a chair\/ chief executive.<\/p>\n<p>Mrs Cooper said: \u201cThis was Theresa May\u2019s flagship reform and it just hasn\u2019t worked. The model is just fundamentally flawed. They spent \u00a380 million on the original elections. It will cost \u00a350 million to hold the next elections.<\/p>\n<p>\u201cTo spent all that money on something where so few people vote, when you could put that money back into policing is wrong.\u201d<\/p>\n<p>She added: \u201cYou\u2019re concentrating power in the hands of one person who can\u2019t be held to account for four years. As you saw in South Yorkshire, we called for Shaun Wright to stand down but there was no mechanism to hold him to account.\u201d<\/p>\n<p>Labour also announced \u201ca new system of Independent Chief Inspectors [of policing], under the auspices of the new Police Standards Authority.\u201d<\/p>\n<p>Independent Chief Inspectors will \u2013 Labour stated \u2013 lead inspections and uphold higher standards of policing set by the College of Policing, publish report cards and mandate changes within a force if standards have fallen below expectations, lead independent investigations into allegations of misconduct or of serious failings within a force \u2013 without the need for referrals and recommend a Chief Officer should be suspended or sacked.<\/p>\n<p>The party also stated that local policing will be accountable to their local populations, with new statutory underpinning for public meetings, consulting on local policing plans, and even a role in choosing replacement police commanders for Community Safety Partnerships, together with the Chief Constable.<\/p>\n<p>The Party said an unspecified amount of money will also be saved by \u201cbearing down&#8221; on overtime.<\/p>\n<p>Labour says this has been reduced in recent years, but claims some forces are still under-performing compared to the vast majority.
