{"id":4871,"date":"2018-11-21T16:18:35","date_gmt":"2018-11-21T16:18:35","guid":{"rendered":"http:\/\/essexfedfocus.co.uk\/?p=4871"},"modified":"2018-11-22T12:03:13","modified_gmt":"2018-11-22T12:03:13","slug":"delay-to-misconduct-process-reform-due-to-more-pressing-matters","status":"publish","type":"post","link":"https:\/\/essexfedfocus.co.uk\/?p=4871","title":{"rendered":"Delay to misconduct process due to &#8216;more pressing&#8217; matters"},"content":{"rendered":"<p>NEW regulations aimed at shifting the misconduct process from \u2018blame to learning\u2019 won\u2019t be introduced for the foreseeable future.<\/p>\n<p><em>Police Oracle<\/em> reports that Brexit and \u2018more pressing\u2019 Government matters have placed the brakes on reform, despite Chief Constables, the IOPC, the PFEW and the Police Superintendents Association all agreeing on what needs to be done.<\/p>\n<p><!--more--><\/p>\n<p>The new regulations, originally expected to be in place early next year, are aimed at reducing the number of cases being processed as gross misconduct when they are actually performance matters.<\/p>\n<p>Moving the misconduct culture to \u2018learning and improvement\u2019 rather than punishment is also a key objective.<\/p>\n<p>Speaking at the announcement of the new regulations in February of this year, NPCC Head of Professional Standards Chief Constable Martin Jelley said \u2018revolution\u2019 was required.<\/p>\n<p>\u201cIt is a system that does feel as though it is too focused on punishment and the desire at my level and elsewhere is to move it to being about learning and development with a strong performance regime to support it,&#8221; he said.<\/p>\n<p>&#8220;The system we\u2019ve got, whilst workable, is not a great system for the public and it&#8217;s not a great system for our officers and staff.\u201d<\/p>\n<p>IOPC director general Michael Lockwood told <em>Police Oracle<\/em> he was concerned by the delay.<\/p>\n<p>\u201cThe slightly worrying thing is: even when it is reinvigorated it will take time to [work],&#8221; he said.<\/p>\n<p>\u201cWhat we are going to try to take this agenda as far as we can do so we\u2019re not sitting still and ignoring it, my worry is if we stop progressing, it will lose its momentum.<\/p>\n<p>\u201cIt\u2019s so pivotal to the world we want to be getting to, to that different type of relationship [between officers and the watchdog].\u201d<\/p>\n<p>NPCC lead for complaints and misconduct Chief Constable Craig Guildford said: \u201cI wouldn\u2019t want to say it\u2019s &#8216;not fit for purpose&#8217;, we still sack bad apples and we are still finding cases where there aren\u2019t cases to answer.\u201d<\/p>\n<p>PFEW misconduct lead Phill Matthews told <em>Police Oracle<\/em>; \u201cIt seems anything without Brexit in the title has been cleared to make time for anything required, just in case.<\/p>\n<p>\u201c[It is] disappointing but we\u2019re still working to the same timetable as before with the Home Office and other partners.\u201d<\/p>\n<p>For more visit; <a href=\"https:\/\/www.policeoracle.com\/news\/police_staff\/2018\/Oct\/31\/delay-hits-reforms-to-change-misconduct-culture--from-blame-to-learning-_99426.html\">https:\/\/www.policeoracle.com\/news\/police_staff\/2018\/Oct\/31\/delay-hits-reforms-to-change-misconduct-culture&#8211;from-blame-to-learning-_99426.html<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>NEW regulations aimed at shifting the misconduct process from \u2018blame to learning\u2019 won\u2019t be introduced for the foreseeable future.
