{"id":743,"date":"2014-01-21T14:54:07","date_gmt":"2014-01-21T14:54:07","guid":{"rendered":"http:\/\/essexfedfocus.co.uk\/?p=743"},"modified":"2014-01-21T15:44:08","modified_gmt":"2014-01-21T15:44:08","slug":"inspecting-ranks-exploited-and-abused-report-warns","status":"publish","type":"post","link":"https:\/\/essexfedfocus.co.uk\/?p=743","title":{"rendered":"Inspecting ranks \u201cexploited and abused\u201d, report warns"},"content":{"rendered":"<p>THE working conditions of inspectors and chief inspectors continue to be \u201cexploited and abused\u201d by managers in the service, the Police Federation of England and Wales has said.<\/p>\n<p>The Fed\u2019s inspectors\u2019 central committee have put together a 28 page document as a guide to member&#8217;s working conditions \u2013 in an attempt to \u201creduce the abuse of our ranks\u2019 goodwill.\u201d<!--more--><\/p>\n<p>The inspecting ranks\u2019 overtime was \u201cbought out\u201d as part of a nationally negotiated deal in 1994.<\/p>\n<p>A spokesman states: \u201cDuring our on-going discussions at the Inspectors Branch Board Secretaries\u2019 meetings and the clear strength of feeling felt across the country in relation to the deterioration of members working conditions, we received requests for a similar document to the Metropolitan Inspectors\u2019 booklet \u2018Exploding the Myths\u2019 being produced for circulation nationally.\u201d<\/p>\n<p>The document outlines some of the \u201cmyths\u201d and \u201crealities\u201d behind working conditions of inspectors and chief inspectors.<\/p>\n<p>Some of the facts it states\/emphasises are:<\/p>\n<p>&#8211; Inspecting ranks can take owed rest days off at any time (exigencies of duty permitting) within 12 months of the actual day being accrued.<\/p>\n<p>&#8211; No Inspector or Chief Inspector should routinely work more than a 40 hour, 5 day week.\u201d<\/p>\n<p>&#8211; Any time spent giving advice on the phone, granting authorities, travelling when called in etc. is working time and must be recorded.<\/p>\n<p>&#8211; \u201cOn-Call is voluntary and should not make you a slave of the service\u201d and<\/p>\n<p>&#8211; Time spent prior to or immediately after a tour of duty \u2018handing over\u2019 to a colleague is NOT casual overtime and should be recorded as duty time.<\/p>\n<p>You can see the full working conditions document here<\/p>\n<p><a href=\"http:\/\/www.polfed.org\/documents\/ICC_Exploding_the_Myths_booklet_low_res.pdf\">http:\/\/www.polfed.org\/documents\/ICC_Exploding_the_Myths_booklet_low_res.pdf<\/a><\/p>\n<p>A study last year by the Police Federation of England and Wales revealed that police inspectors and chief inspectors regularly work in excess of the 48 hour week limit specified in the Working Time Regulations.<\/p>\n<p>One-in-four inspectors in England and Wales reported working more than 48 hours in a week and one in ten reported working more than 56 hours.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>THE working conditions of inspectors and chief inspectors continue to be \u201cexploited and abused\u201d by managers in the service, the Police Federation of England and Wales has said.
