THE Code of Ethics – the first national document setting out the standards of professional behaviour for police officers and staff \u2013 is being sent to forces this month.<\/p>\n
It defines what \u201cexemplary behaviour within policing looks like, and has practical examples for officers and staff to use in their everyday jobs.\u201d It is understood that forces will accept the document on behalf of their officers and staff rather than individuals having to \u201csign up it\u201d.\u00a0<\/p>\n
Mark Smith, chairman of Essex Police Federation, said: \u201cWhen MPs become as accountable as police officers will be the day I am relatively happy. We should not be against having ethics because we are police officers and should be held to account.<\/p>\n
\u201cBut there are many other \u201cpillars of the community\u201d jobs which should have good ethics as well. Those that are pushing the College of Policing for these ethics to be brought in should be more accountable and have their own code of ethics.\u201d<\/p>\n
The police document is divided into ten areas covering honesty and integrity; authority, respect and courtesy; equality and diversity; use of force; orders and instructions; work and responsibilities; confidentiality; fitness for work; conduct; and challenging and reporting improper conduct.<\/p>\n
Examples of phrases that officers will have to sign up to in the draft document included, \u201censure your decisions are not influenced by self-interest or considerations of personal gain,\u201d a promise to \u201cstep forward and take control when required\u201d and to \u201conly give orders or instructions which you reasonably believe to be lawful.\u201d<\/p>\n
Police officers will \u2013 according to the draft document \u2013 have to agree to \u201cmaintain strictly professional behaviour when on duty, including not engaging in sexual conduct or other inappropriate behaviour.\u201d<\/p>\n
In the code\u2019s section on fitness for work, officers are told they must not make themselves \u201cunfit or impaired for duty as a result of drinking alcohol, using an illegal drug or using a substance for non-medical purposes or intentionally misusing a prescription drug\u201d.<\/p>\n
It will become a code of practice in the summer under the Anti-Social Behaviour, Crime and Policing Act 2014. Chief constables must have regard to the code in carrying out their functions as operational leaders of the service.<\/p>\n
The College of Policing’s chief executive, Chief Constable Alex Marshall, said it is not a discipline code, but one that outlines for the first time what the public can expect from police.<\/p>\n
